WRSA Chamber of Commerce of China (WRSACC) is attached to Western Returned Scholars Association of China (WRSA), which is the largest organization in China made of overseas students and scholars who have returned to China. Just in the Beijing area alone, it has over 10,000 members who have returned from abroad upon completing their overseas studies and trainings. It is authorized and fully supported by the Chinese government and acts as a bridge linking vast overseas Chinese students who are inside and outside China. The honorary Chariman of WRSACC are Mr. Jing Shuping and Mr. Huang Mengfu, one is the former and the other is the current Vice-Chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and Chairman of the All-China Federation of Industry & Commerce. The President of WRSACC is Mr. Wang Huiyao (Henry), Chairman of AEA International Business Consulting Ltd. as well as a advising member of China Political Consultative Conference Beijing Committee.
In recent years, more and more overseas Chinese students and scholars with foreign educational and working experience have come back to China to take up the leading positions, particularly in the business sectors. Some of them even become top leaders of large Chinese or multinational companies and are playing increasingly important and large roles in the Chinese society. It is the fastest growing decision making group in China. According to the latest figure, the Chinese students who are studying abroad reach over 800,000 people and over 200,000 people have already retuned to China and the number is still increasing year by year.
WRSACC is a large and well-represented elite group composed of returned overseas Chinese students, scholars, professionals, businessmen and entrepreneurs. Many of them have overseas doctoral trainings, MBAs and other professional degrees and have worked a long time in multinational corporations, research institutions, and international and foreign government agencies. Some of WRSACC members are even founders of Nasdaq listed companies such as Utstarcom, Aisainfo, Sina, Sohu and many other large corporations. There are also many of them who are leading the Fortune 500 corporations' operation in China today as well as leading many large state owned enterprises. These new business leaders are all extremely well educated and trained and have very rich working and managing experience both inside and outside China. They think globally and act locally and regionally and are fully prepared to meet the challenges of globalization drive in the 21 century after post China- Entry-WTO era. They can play significant roles in promoting China's continuous reform and opening up to the outside world.
WRSACC is a new platform established to meet the needs of vast overseas students who have returned to China today and to better suit the requirements of our country's fast economic and business development of our time. It is also an exchange forum for returned overseas students to exchange ideas, information, experience, and know-how and on how to start or manage a business in China. WRSACC represents the broad interests of its members and business groups; be responsible for communicating with government bodies and functional departments at all levels, reporting issues and problems in the areas that overseas returned students encounter during their business activities in China; and offer suggestions and recommendations to the government bodies and functional departments.
Some functional roles and services of WRSACC will include:
To organizing regular briefings and information exchanges to assist its members on doing business in the country and in obtaining various government preferential treatment and policies set forth in helping overseas returnees to start or run a business;
To help its members to look for business opportunities, partners and seek financing and investment opportunities;
To maintain communication with government agencies at all levels and various functional departments; to sponsor policy issues briefings for returned overseas students; presentation on tax issues and legal issues;
To organize various conferences, business luncheons, speakers forums, commercial activities, exhibitions, trade shows, business briefing and others to promote the exchanges;
To maintain close links with various Chinese government agencies, departments, other major Chinese associations and organizations, development zones, foreign embassies, international and foreign chambers, multinational corporations, business schools and many relevant organizations;
To maintain communication with media and press and facilitate news, reports and coverage on returned overseas students;
WRSACC welcomes established and new overseas returnees and businessmen as well as others from various business circles to participate WRSACC's activities and to join our organization. WRSACC strikes to become one of the best bridges in connecting China to the world and will make its best endeavor in contributing to China's great process of reform and opening up to the outside world.
